MIIT Seeks Public Comments on Guidelines for Building Standards System for Power Battery Recycling and Utilization

On September 15, the Department of Science and Technology of the Ministry of Industry and Information Technology (MIIT) solicited public comments on the "Guidelines for Building a Standard System for Power Battery Recycling and Utilization Industry (2026 Edition)," with the comment period ending on October 15. The document proposes establishing over 50 national standards by 2030 to build a comprehensive standard system covering the entire industry chain and the full product life cycle of power battery recycling and utilization. The draft divides the standard system into six categories: basic and general requirements, collection and classification, physical processing, chemical processing, integrated utilization products, and green and low-carbon practices. According to data from the China Automotive Battery Industry Innovation Alliance, China's cumulative installed capacity of power batteries will exceed 1,200 GWh by 2025. The first large-scale deployment of vehicles occurred around 2018 with mass-produced models based on dedicated pure-electric platforms, whose batteries typically have a designed service life of eight years or 150,000 kilometers. Around 2018, MIIT released the first batch of enterprises meeting the "Regulatory Conditions for Comprehensive Utilization of Waste Power Batteries from New Energy Vehicles."
