Xi’an recently released the "Detailed Implementation Rules for Xi’an’s 2026 Vehicle Trade-in and Replacement Subsidy Program," clarifying subsidies for individual consumers who purchase new vehicles by scrapping or trading in their old ones. The policy will remain in effect until January 10, 2027. For vehicle scrappage and replacement: - Consumers who scrap an eligible old vehicle and purchase a new energy vehicle (NEV) can receive a subsidy equal to 12% of the new vehicle’s purchase price, capped at RMB 20,000. - Those purchasing a fuel-powered vehicle with an engine displacement of 2.0 liters or less can receive a 10% subsidy, capped at RMB 15,000. For vehicle trade-in and replacement: - Subsidies are set at 8% for NEVs (capped at RMB 15,000) and 6% for fuel-powered vehicles of 2.0L or below (capped at RMB 13,000). Eligibility requirements include: - The old vehicle must have been registered under the applicant’s name before January 8, 2025. - The invoice for the new vehicle must be issued in Xi’an, and the vehicle must be registered in Shaanxi Province. - Each individual is limited to one subsidy claim. Participating enterprises must undergo review and public disclosure. Authorities will strictly investigate violations such as “raising prices before offering subsidies” to safeguard consumer rights.
