The People's Government of Hainan Province recently released the "Hainan National Pilot Zone for Ecological Civilization Development Plan (2026–2030)," explicitly stating that the sale of fossil fuel-powered vehicles will be banned province-wide by 2030, making Hainan the first province in China to set such a target. According to the plan, by 2030, all vehicles in the transportation sector across Hainan will transition to clean energy. Except for specialized operational vehicles, all public and commercially operated vehicles—including government, sanitation, and passenger transport fleets—as well as newly purchased or replacement private vehicles owned by residents, must be new-energy models. The plan sets specific quantitative targets: by 2025, new-energy vehicles (NEVs) will account for 23.75% of the total vehicle fleet in the province; by 2030, this share will rise to 45%. Currently, Hainan has already established a power supply system primarily based on new energy sources, with renewables becoming the province’s largest source of electricity. Hainan ranks first among China’s provincial-level administrative regions in NEV market penetration and second in NEV ownership share. To support the widespread adoption of NEVs, Hainan will simultaneously enhance its charging infrastructure network, aiming to maintain a vehicle-to-charger ratio of no more than 2.5:1 across the province to alleviate charging difficulties and strengthen the reliability of new-energy mobility.
