At a regular State Council policy briefing on January 13, Zhou Haibing, Vice Chairman of the National Development and Reform Commission (NDRC), revealed that to implement the "Comprehensive Action Plan for Solid Waste Management," the NDRC will jointly issue the "Administrative Measures for Comprehensive Utilization of Power Batteries from New Energy Vehicles" with relevant departments. The measures aim to clarify the respective responsibilities of government and enterprises, adhere to the principle of "polluter pays," and prevent companies from leaving pollution issues for the government and society to address after reaping profits. Additionally, the NDRC will revise the "Catalogue Guiding Industrial Structure Adjustment," intensifying restrictions on and phasing out outdated processes and equipment to accelerate the green transformation of industries.
