Over the past five years, China has led the world in electric vehicle (EV) sales, deployment of intelligent driving technologies, and supply chain completeness. However, to truly dominate the future automotive industry, the key lies not in production volume or technology alone, but in whether China can participate in—and even lead—the formulation of new global rules. Current regulations such as the EU’s carbon emission standards and U.S. battery legislation are reshaping the industry landscape, as these rules determine market access, cost structures, and control over the ecosystem. Leveraging the world’s largest new energy vehicle market, advanced real-world data validation environments, and a comprehensive supply chain, China already possesses the capability to export “de facto standards,” particularly in areas like charging infrastructure, 800V platforms, and intelligent cockpits. Nevertheless, gaps remain in data security frameworks, international certification for autonomous driving, and software ecosystem standards. Experts recommend that China accelerate the development of its own regulatory framework, promote international mutual recognition, and systematically enhance its influence in global standard-setting organizations through strategic alliances and targeted exports of standards to emerging markets. Over the next decade, the true goal for China’s automotive industry is to evolve from a “participant” to a “co-creator of global rules.”
