On October 30, 2026, the European Commission officially launched a safeguard investigation in response to the substantial growth in imports of hybrid vehicles. On the same day, the Official Journal of the European Union published the notice of initiation of the investigation. Safeguard measures are one of the trade remedy measures consistent with World Trade Organization rules. When a WTO member finds that imports of a product have surged and caused serious injury or threat of serious injury to its domestic industry, it may adopt import restriction measures. Unlike anti-dumping and countervailing measures, safeguard measures do not distinguish between sources of products and restrict imports from all exporting countries and regions, and may take the form of tariff increases, quantitative restrictions, and tariff-rate quotas. Under WTO rules, the implementation period of safeguard measures should generally not exceed four years and may be extended to eight years when necessary.
