Yang Yuntong Introduces "Front Store-Middle Brain-Back Factory" Overseas Expansion Model at Automotive Industry Going Global Innovation Conference

On November 1, at the Automotive Industry Going Global Model Innovation and Development Conference jointly hosted by the China EV100 Research Institute and Hainan Qinglan Zhilian Technology Co., Ltd., Yang Yuntong, General Manager of the Hainan Going Global Industry Technology City, introduced the industrial city's going-global industry organization platform and the "front store—middle brain—back factory" model. Yang Yuntong stated that enterprises going global face issues such as geopolitical risks, trade barriers, high factory construction costs, capital security, cross-border data flows, and supply chain stability. In the "front store—middle brain—back factory" model adopted by the industrial city, the front end builds a going-global headquarters base; the middle end relies on policies for the free flow of personnel and data to build a global collaborative R&D center; the back end layouts adaptive R&D, validation production, and high-end precision manufacturing in Hainan, forming two-way empowerment with overseas "hands and feet factories" engaged in terminal integrated manufacturing and brand sales. In terms of policies, goods on the negative list can enjoy zero import tariffs, and goods with processing value-added reaching 30% are exempt from import tariffs when entering the mainland; eligible enterprises in encouraged industries are subject to a 15% corporate income tax rate, and the portion of individual income tax on high-end talent exceeding 15% is exempted. In terms of logistics, as of October 2026, Hainan Province had cumulatively opened 77 container liner routes, of which 38 foreign trade routes connect to 22 countries and 42 foreign cities. In terms of spatial support, the starting area of the industrial city is planned at about 56,000 mu, the first-phase launch area covers about 6,500 mu, and a going-global comprehensive service base with a total area of about 100,000 square meters has been completed and put into use. The industrial city has simultaneously built an integrated intelligent service platform and a cross-border data service platform for the automotive industry chain, the latter of which has been included in Hainan Province's pilot program for international cooperation in the data field.
