Inner Mongolia Regulates Highway Tow and Rescue Fees, Bans Mandatory Service Providers

Recently, the Department of Transportation and the Development and Reform Commission of the Inner Mongolia Autonomous Region jointly issued a notice titled "On Further Regulating Charges for Highway Vehicle Towing and Rescue Services," explicitly requiring that towing and rescue services be conducted in an open and transparent manner. Before providing services, rescue agencies must clearly inform vehicle owners of the fee items, pricing standards, service details, and relevant policy basis. Vehicle owners have the right to freely choose their preferred rescue agency, and no entity is allowed to forcibly designate a specific provider or obstruct the entry of an owner’s chosen agency onto the scene. Additionally, rescue agencies are required to publicly disclose their fee schedules via official websites, WeChat official accounts, and other channels, and establish dedicated complaint hotlines to accept public oversight. Transportation authorities will strengthen supervision of these services, while market regulation departments will strictly investigate and punish illegal practices such as failure to comply with government-guided pricing, unauthorized price hikes, fragmented charging, or compulsory fees, thereby effectively safeguarding the legitimate rights and interests of both vehicle owners and rescue service providers.
