Tesla announced that its Full Self-Driving (Supervised) system has completed all vehicle testing in the Netherlands, but EU regulatory approval has been delayed again—pushed back from the originally scheduled March 20 to April 10. If approved this time, the FSD system could be rolled out across the entire European Union under the EU’s principle of mutual recognition, with a full launch expected by summer this year. The Dutch Vehicle Authority (RDW) has already submitted the UN R171 certification documents and an application for exemption under Article 39, and is currently reviewing the relevant documentation and test results. Tesla revealed that FSD has completed 1.6 million kilometers of road testing in the EU and conducted 13,000 user ride-along experiences. Notably, Elon Musk has previously made multiple predictions about FSD receiving approval in Europe, none of which materialized as scheduled. Regulators have consistently maintained a cautious stance, emphasizing that participation in testing programs does not equate to regulatory approval.
