New EV Scrappage Rules Take Effect: Battery and Vehicle Must Be Sold Together, Violations Fined Up to ¥50,000

Starting April 1, the Interim Measures for the Management of Recycling and Comprehensive Utilization of Spent Power Batteries from New Energy Vehicles, jointly issued by six government departments, officially came into effect. The new regulations stipulate that when a new energy vehicle is scrapped, it must be managed under a "vehicle-battery integrated" approach—both the vehicle and its power battery must be delivered together to qualified recycling and dismantling enterprises. Unauthorized separation of the battery from the vehicle is strictly prohibited. If a scrapped vehicle is missing its battery, the scrapping process cannot be completed. A nationwide traceability information platform for power batteries has already been established, assigning each battery a unique code to enable tracking throughout its entire lifecycle. Entities failing to fulfill their recycling responsibilities, tampering with battery codes, or neglecting traceability management requirements will be ordered to rectify the issue; those failing to comply within the prescribed period may face fines of up to RMB 50,000. Repair and dismantling enterprises that improperly handle spent batteries and refuse to rectify their practices will be fined between RMB 10,000 and RMB 30,000. The new rules cover all stages—including production, scrapping, battery swapping, and repair—with the aim of standardizing the recycling system, preventing illegal diversion of batteries, and ensuring both resource efficiency and ecological safety.
