The Strategy pointed out that by 2025, the technological innovation, industrial ecology, infrastructure, regulatory standards, product supervision and network security system of the Chinese standard intelligent vehicle will be basically formed. The intelligent vehicle with conditional autonomous driving will reach large-scale production and highly autonomous driving. Intelligent vehicle is marketed under specific circumstances. Looking forward to 2035 to 2050, the Chinese standard intelligent vehicle system will be completed and improved.

The Strategy mentioned that on the technical side, cars are gradually changing from manual mechanical products to intelligent products controlled by electronic information systems. On the industrial side, automobiles will be fully integrated with related industries, featuring intelligence, network, and platform.

On the application side, the automobile will gradually transform from a simple means of transportation to an intelligent mobile space and application terminal, becoming an important carrier of emerging business formats. From the perspective of development, some multinational companies have taken the lead in industrial layout, and some countries are actively creating a good development environment. Intelligent vehicle has become a strategic choice for build automobile power country.

The development of intelligent vehicle has important strategic significance for China, which is not only conducive to improving the basic capabilities of the industry, accelerating the transformation and upgrading of the automotive industry, and strengthening new momentum for economic growth. At the same time, it is also conducive to ensuring the safety of people's lives, improving transportation efficiency, promoting energy conservation and emission reduction, and enhancing people's well-being.

To build a complete intelligent vehicle industrial ecosystem

The Strategy points out that in the future, the main task for the development of the automotive industry is to build a comprehensive intelligent vehicle industrial ecosystem. We need to strengthen our core competitiveness by fostering the development and industrialization of products such as high-precision sensors, vehicle-grade chips, smart operating systems, smart terminals, and computing platforms for vehicles, so as to cultivate an intelligent vehicle brand with international competitiveness.

We need to encourage vehicle companies to gradually become suppliers of intelligent vehicle products, and to encourage parts and components companies to gradually become suppliers of intelligent vehicle key system integration. We need to advocate other companies in such sectors as AI and the Internet to become leaders in autonomous driving system solutions. We also need to support information and communications companies to develop into intelligent vehicle data service providers and wireless communication network operators, and to champion transportation infrastructure related companies to develop into smart city transportation system solution providers.

We need to actively cultivate new business forms such as road intelligent facilities, connected vehicles, and intelligent travel, and promote the transformation and application of independent intellectual property military technologies such as vehicle electronic control, high-performance chips, laser / millimeter wave radar, micro-electromechanical systems, and inertial navigation systems. We also need to strengthen the development and application of autonomous driving systems and cloud-control basic platforms in the field of national defense and military industry.

We need to advance the information application, intelligence, and standardization of road infrastructure in stages in different regions. By combining 5G commercial deployment, we will promote the coordinated construction of 5G and connected cars. We need to accelerate the construction of wireless communication networks for vehicles, by planning the deployment of public mobile networks, we will build a new generation of wireless communication networks for vehicles in key areas and sections.

We need to introduce policies to promote the development of autonomous driving for road traffic and use multiple funding channels to support the research and development and industrialization of key technologies for intelligent vehicle, smart transportation, and major construction of smart city infrastructure. We need to strengthen the guidance of taxation financial policies, and qualify eligible enterprises to enjoy preferential deductions for corporate income tax in accordance with current taxation policies.

We need to support domestic enterprises to accelerate the international market layout, strengthen overseas R & D capabilities, attract foreign companies to actively participate in the development of intelligent vehicle industry, and encourage social capital to invest in the research and development of critical vehicle key technologies. At the same time, we are strictly forbidden to build or expand the production capacity of automobile under the name of developing intelligent vehicle.
