Tesla is recalling and repurchasing 15 Model 3 and Model Y vehicles imported from Canada into the United States because these vehicles were manufactured to comply with Canadian Motor Vehicle Safety Standards (CMVSS) and do not fully meet U.S. Federal Motor Vehicle Safety Standards (FMVSS). The affected vehicles include 12 Model 3s from the 2024 model year and three Model Ys from the 2026 model year, produced between December 21, 2023, and July 30, 2024, and between August 17, 2025, and February 16, 2026, respectively, at Tesla’s Gigafactories in Shanghai and Berlin. These vehicles were originally intended for the Canadian market and later brought into the U.S. by their owners. Between June 4, 2024, and April 3, 2026, Tesla issued compliance certifications upon customer request to facilitate vehicle registration in the U.S., attesting that the vehicles met applicable U.S. regulations. On April 28, 2026, after receiving a compliance certification request submitted through an irregular channel, Tesla launched an internal investigation and discovered design differences between Canadian-spec and U.S.-spec vehicles that rendered the former non-compliant with FMVSS requirements. Key issues identified include: Canadian-spec vehicles lacking the driver knee airbag required under FMVSS No. 208; affected Model Y vehicles failing to meet FMVSS No. 201 requirements for interior impact protection; and Model 3 vehicles not having undergone the bumper impact resistance testing mandated by U.S. regulations. The National Highway Traffic Safety Administration (NHTSA) noted that noncompliance with these standards could reduce occupant protection in a crash and increase the risk of injury. Effective April 28, 2026, Tesla ceased issuing compliance certifications for Model 3 and Model Y vehicles from the 2024 model year onward. On May 8, this suspension was expanded to cover all non-U.S.-spec vehicles produced at the Shanghai and Berlin Gigafactories. Following the completion of its investigation on June 29, 2026, Tesla confirmed that the affected vehicles do not comply with FMVSS Nos. 201 and 208 and has decided to conduct a voluntary recall. For the 15 vehicles already registered in the U.S., Tesla will repurchase them free of charge under 49 U.S.C. § 30120 rather than attempt modifications or repairs. For vehicles not yet imported into the U.S., Tesla will revoke previously issued compliance certifications and notify customers that the vehicles do not meet U.S. safety standards. As of June 30, 2026, Tesla has received no warranty claims, accident reports, or reports of injuries or fatalities related to this issue. Owner notifications will be mailed by September 5, 2026, and Tesla stores and service centers have already been informed of the recall details.
