SAMR Visits Leading Automakers, Urges Against Abusing Dominant Position to Delay Payments

On the afternoon of September 14, the State Council Information Office held a regular briefing on State Council policies. Zhou Weijun, Director General of the Credit Supervision Department of the State Administration for Market Regulation (SAMR), outlined measures to strengthen oversight of payment practices by large enterprises. SAMR conducted on-site research at several leading automotive companies, urging them not to abuse their dominant market positions by delaying payments to suppliers. At the briefing, Zhou Weijun stated that in recent years, intensified competition in certain sectors has led some large enterprises to exploit their advantages in capital, technology, transaction channels, and industry influence to squeeze small and medium-sized enterprises (SMEs) downstream in the industrial and supply chains, often delaying payments for goods, construction projects, services, and other obligations. Article 15 newly added to the Anti-Unfair Competition Law of the People's Republic of China explicitly addresses such conduct.
