Shanghai has released its recommendations for the "15th Five-Year Plan," explicitly stating it will accelerate the development of the intelligent connected new energy vehicle (ICNEV) industry. According to the "Recommendations of the Shanghai Municipal Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development of Shanghai Municipality," the city will focus on building six emerging pillar industrial clusters in the coming years. Among these, particular emphasis is placed on advancing ICNEVs through a core strategy of "hardware-software synergy and digital-intelligent driving." Additionally, the plan proposes enhancing supply chain efficiency to support the development of high-end equipment; leveraging high-end applications to drive breakthroughs in advanced materials; scaling up new energy and green, low-carbon industries through technological innovation; and promoting brand-building in fashion and consumer goods via innovation in technology and design. Innovations in smart terminals will also propel the upgrading of the next-generation electronic information industry.
