On the eve of the 2026 National Two Sessions, Zhang Tao, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and head of BMW Brilliance’s Tiexi Plant, put forward two key proposals to promote high-quality development in China’s automotive industry. She emphasized that intelligent driving has entered a critical phase of large-scale adoption, with safety challenges shifting from “system accuracy” to “ecosystem collaboration.” She proposed establishing unified data standards and a shared platform, creating a national intelligent driving safety evaluation center, and implementing a tiered safety capability certification system. Additionally, she called for strengthening liability determination and insurance mechanisms and promoting the formation of an “Intelligent Driving Ecosystem Alliance” to accelerate the development of an integrated “vehicle-road-cloud” risk protection system. Furthermore, addressing the challenges faced by industrial workers during industrial transformation, Zhang urged enhanced policy support, the establishment of a modern vocational skills training system, improved evaluation and incentive mechanisms for highly skilled talent, and deeper integration of industry and education to solidify the talent foundation for smart manufacturing.
