In December 2025, China’s Ministry of Industry and Information Technology (MIIT) issued the country’s first batch of access permits for conditionally automated Level 3 (L3) autonomous vehicles, marking a new phase in intelligent driving characterized by “machine-led” operation. During this year’s National People’s Congress and Chinese People’s Political Consultative Conference (the “Two Sessions”), delegates and committee members offered proposals on key issues such as regulatory refinement, vehicle-road-cloud coordination, and public awareness. Shenzhen has swiftly implemented L3 accident liability determinations under its local regulations, highlighting the importance of clearly defined rights and responsibilities. Experts are urging accelerated development of data governance frameworks and legal systems to uphold safety standards. The Vehicle-Road-Cloud Integrated Demonstration Zone in Wuxi, Jiangsu Province, showcased achievements across the entire collaborative chain, with industry stakeholders emphasizing the need for self-reliance and control over critical components. Meanwhile, establishing a unified national L3 driver training and certification system, improving insurance mechanisms, and enhancing public education have emerged as crucial measures to boost user acceptance and reinforce safety foundations.
