Recently, at the annual Zhongguancun Forum, the Beijing Financial Regulatory Bureau announced the official launch of a commercial insurance program specifically designed for intelligent connected new energy vehicles. This marks China’s first dedicated insurance product tailored to autonomous driving scenarios, covering vehicles from Level 2 (L2) to Level 4 (L4). Among these, L2 coverage primarily applies to newly purchased new energy vehicles, while L3/L4 coverage targets vehicles undergoing compliant testing or already authorized for road use in Beijing. The insurance aims to address the complex liability allocation challenges posed by L3 “human-machine co-driving.” Traditional auto insurance is built on the premise of human-driven operation and struggles to cover emerging risks associated with system-dominated driving, such as algorithmic errors and cybersecurity threats. Although this new insurance remains a pilot initiative—operating within the existing auto insurance framework to protect victims’ rights—it represents a critical step toward shifting from insuring “drivers” to insuring “technology.” Meanwhile, the Arcfox Alpha S (L3 version) has commenced large-scale on-road trial operations and is expected to open up for individual user experiences in the second quarter of 2026. While policy and product development are advancing in tandem, full-scale adoption of L3 autonomy still hinges on closing key gaps in legal standards, data infrastructure, and liability determination mechanisms.
