On April 7, 2025, the Ministry of Industry and Information Technology (MIIT) released the 2025 annual calculation results for passenger vehicle manufacturers’ average fuel consumption and new energy vehicle (NEV) credits. The average fuel consumption is calculated as a weighted average based on each model’s production volume or import volume. Vehicles equipped with standard regenerative braking systems, high-efficiency air conditioning, and demonstrating off-cycle energy-saving effects are eligible for corresponding fuel consumption reductions, with these reduction allowances being cumulative. Additionally, importers of fewer than 2,000 vehicles annually that lack authorization from overseas passenger vehicle manufacturers are temporarily excluded from the credit accounting system. In terms of NEV credits, BYD Auto Industry Co., Ltd. ranked first with 3,864,310 points, followed by Tesla (Shanghai) and Geely Auto in second and third places, respectively. Xiaomi Auto, Leapmotor, XPeng Motors, and Changan Automobile also each earned over one million NEV credits. Regarding average fuel consumption credits, BYD maintained its leading position with 10,730,341 points. Li Auto, Changan Automobile, Dongfeng Motor Group, GAC Aion, Leapmotor, Seres Auto, SAIC-GM-Wuling, Tesla (Shanghai), NIO, Xiaomi Auto, XPeng Motors, Haoqing Auto, and Geely Auto all achieved more than one million credits as well. Compared to 2024, Xiaomi Auto joined the list of companies surpassing the one-million-fuel-consumption-credit threshold for the first time in 2025.
