At the China Intelligent & Electric Vehicle Development High-Level Forum (2026), Fang Haifeng, Chief Expert of China Automotive Technology and Research Center Co., Ltd. and Deputy Director of the China Automotive Strategy and Policy Research Center, stated that China's new energy vehicle (NEV) penetration rate is expected to exceed 70% by 2030. During this period, battery electric vehicles will remain the dominant technological pathway, while plug-in hybrid electric vehicles (including range-extended models) will continue to gain market share. According to the "Technology Roadmap for Energy-Saving and New Energy Vehicles," all conventional-fuel passenger vehicles will be fully hybridized by 2035, and by 2040, hybrid electric vehicles will account for more than 65% of conventional-fuel commercial vehicles.
