Using the cost to fill a 60-liter tank with 92-octane gasoline as the benchmark, fuel prices vary significantly across countries. In Iran, it costs approximately RMB 15—the lowest globally—while Russia and Saudi Arabia are also relatively low at around RMB 260 and RMB 280, respectively. In the United States, the cost is about RMB 470; in China, roughly RMB 524 (based on a retail price of approximately RMB 8.74 per liter for 92-octane gasoline); in Japan, around RMB 580; and in the United Kingdom, about RMB 860—the highest globally, roughly 57 times that of Iran. Retail gasoline prices in Iran and Venezuela are approximately USD 0.11 and USD 0.13 per liter, respectively. Both countries maintain these low prices through substantial fuel subsidies, with Iran spending tens of billions of dollars annually on such subsidies. As major oil-producing nations, Russia and Saudi Arabia also enjoy relatively low domestic fuel prices. The high fuel prices in the UK are primarily driven by heavy taxation: fuel duty and value-added tax together account for more than 60% of the retail price. Similarly, Japan’s elevated gasoline prices stem largely from high tax rates. The global average gasoline price stands at about USD 1.53 per liter, with disparities between countries reaching dozens of times—highlighting differences in resource endowments, energy policies, and tax systems.
