Hong Kong's first large-scale electric vehicle (EV) battery recycling facility is under construction at the EcoPark and is expected to commence operations this month, converting end-of-life batteries into recycled black mass for resource reuse. According to estimates by the Environmental Protection Department (EPD), based on historical data of initial EV registrations, the volume of retired EV batteries in Hong Kong will gradually increase from approximately 1,300 metric tons in 2024 to around 6,700 metric tons by 2030. In early 2024, the EPD commissioned an independent consultant to assess the social and economic impacts of a proposed Extended Producer Responsibility (EPR) scheme for EV batteries. The findings indicated that the scheme is projected to generate approximately HK$66 million in additional gross domestic product (GDP) value for Hong Kong and create over 100 full-time jobs in the waste management and recycling sector—representing about 3% of the sector’s total workforce in 2024.
