Tesla is accelerating efforts to bring its Full Self-Driving (FSD) system to the Chinese market. Recently, the company eliminated the one-time purchase option for FSD in North America, stopped offering Autopilot (AP) for free, and fully shifted to a subscription model—highlighting its strategic focus on FSD as a core profit driver. According to Tesla’s 2025 financial report, FSD has reached 1.1 million cumulative global users, yet only 18% of new vehicle buyers have opted for it, indicating significant room for growth. At the Davos Forum, Elon Musk revealed that FSD is expected to receive regulatory approval in Europe and China around February. Tao Lin, a senior executive at Tesla China, confirmed that the local training center is ready and that adapting FSD to Chinese road conditions falls within the scope of “fine-tuning,” adding that the system is “ready to go.” Meanwhile, new regulations from China’s Ministry of Industry and Information Technology (MIIT) now permit anonymized automotive data to be transferred overseas for model training, effectively removing major policy barriers. Internal personnel changes further signal Tesla’s commitment: Duan Pengfei, head of FSD V14, has been promoted to Director of Autonomous Driving Engineering, strengthening local R&D capabilities. However, FSD’s biggest hurdle in China remains its high subscription price and misalignment with local consumer expectations—many domestic competitors offer lifetime-free intelligent driving features. To succeed, Tesla will need to demonstrate greater flexibility in both pricing and user experience. Once launched, FSD could reshape China’s intelligent driving landscape, forcing rivals like Huawei, XPeng, and Li Auto to accelerate their own iterations—and potentially triggering an industry-wide shakeout.
