Starting February 14, Nanjing officially implemented the newly revised "Administrative Measures for Online Ride-Hailing Services," marking the first systematic optimization of ride-hailing regulations in the city. The new rules require platforms to disclose the maximum commission rate and clearly display, upon completion of each ride, the total amount paid by the passenger, the driver’s actual earnings, and the commission percentage. Platforms are prohibited from forcing drivers to accept discounted or fixed-price orders, and drivers may file complaints against excessive commission deductions. Additionally, platforms are barred from directly dispatching vehicles or interfering with driver management, thereby safeguarding passengers’ right to choose. Regarding vehicle eligibility, requirements have been relaxed: vehicles must be no more than two years old at initial registration, and mandatory installation of electronic stability systems has been eliminated. Specific technical standards remain: new-energy vehicles must have a wheelbase of at least 2,650 mm, with pure electric models offering a range of at least 300 km, and plug-in hybrids providing a pure-electric range of at least 50 km. For gasoline-powered vehicles, the minimum wheelbase is 2,700 mm and engine power must be at least 100 kW. Furthermore, the new rules abolish the requirement for drivers to hold local household registration or a residence permit, though they must still possess a valid ride-hailing driver license. These revisions aim to enhance transparency and fairness in the industry while lowering barriers to entry for drivers.
