On March 4, Zhang Guoqiang, a National People's Congress deputy and chairman of Beijing SinoHytec Co., Ltd. (YHT), submitted two proposals focusing on promoting the large-scale development of fuel cell vehicles and accelerating the establishment of a unified national carbon trading market. He noted that China has achieved a domestic localization rate of over 90% for key components of hydrogen fuel cell vehicles, yet the industry still faces bottlenecks such as a low share of green hydrogen, high hydrogen storage and transportation costs, insufficient hydrogen refueling infrastructure, and high end-user hydrogen prices. To address these challenges, he proposed launching a nationwide demonstration project for hydrogen-powered expressways. This would include establishing a dedicated management agency, waiving highway tolls for fuel cell vehicles, proactively deploying hydrogen refueling stations and hydrogen production facilities, and forming cross-regional industrial alliances. Additionally, he called for expediting the construction of a unified national carbon trading market by implementing differentiated emission allowance allocations, introducing non-compliance entities into the market, and improving methodologies—thereby promoting green transformation and investment and supporting the achievement of China’s "dual carbon" goals (carbon peak and carbon neutrality).
