Toyota Motor and Stellantis have decided to withdraw from the EU’s 2026 CO₂ emissions pool led by Tesla. Toyota’s move may stem from its smooth progress in electrification, with the company expecting to largely meet its own emissions compliance targets by 2025. Meanwhile, Stellantis no longer needs to pay Tesla after securing approval to form an independent emissions pool with Leapmotor. As a result, Tesla faces pressure on its regulatory credit revenues in both Europe and North America, with global credit income also showing a downward trend. However, under EU rules, the list of emissions pool members can still be adjusted until December 1, meaning both automakers theoretically retain the option to rejoin.
