During grassroots research, National People's Congress (NPC) deputy Yang Huifang observed that as new energy vehicles (NEVs) rapidly expand into county and rural markets, significant challenges have emerged—including inadequate coordination between urban and rural charging networks, lagging deployment of vehicle-to-grid (V2G) technologies, and difficulties in installing charging piles in older residential communities. During the 2025 Two Sessions, she submitted a proposal titled "Suggestions on Enhancing the Operation and Service Level of Charging Infrastructure in County-Level Areas," which received a swift response from the National Energy Administration. The agency not only held detailed phone discussions with her but also provided a written, point-by-point reply outlining relevant policy measures. Recently released, the "Three-Year Doubling Action Plan for Electric Vehicle Charging Infrastructure Service Capacity (2025–2027)" systematically outlines strategies to strengthen public charging services and promote coordinated, orderly development. To address issues such as aging electrical wiring and limited parking spaces in older neighborhoods, relevant authorities are piloting a "unified construction and unified service" model. Upon follow-up visits, Yang found that many localities have already begun power distribution upgrades and the construction of public charging stations, gradually alleviating the public’s difficulty in locating charging points. She noted that while policy implementation takes time, the direction is clear and will tangibly improve the charging experience at the grassroots level.
