Recently, China's automotive market has shown a trend of rising sales of premium electric vehicles and declining demand for low-cost, compact mobility vehicles. Regarding the market for senior-friendly mobility scooters, experts have recommended establishing unified national standards as soon as possible to promote product standardization and regulatory compliance. As China’s population ages, demand is growing among seniors for affordable, easy-to-operate mobility aids. However, current market offerings often suffer from either excessively high prices or lack proper certification, posing safety risks. Drawing on Europe’s regulatory approach to small, affordable electric vehicles and Japan’s mature mobility scooter management system, it is suggested that China impose clear limits on dimensions, power output, and speed for senior mobility vehicles, retain essential safety features, eliminate unnecessary functions, and focus squarely on daily short-distance travel needs. Additionally, proposals include creating a dedicated Class C7 driver’s license tailored for seniors, featuring simplified testing that covers only fundamental driving skills and basic road safety knowledge. This would enable legal road access, standardized oversight, and reduced traffic accident risks.
