On May 8, 2024, China’s Ministry of Industry and Information Technology (MIIT), the State Administration for Market Regulation (SAMR), the Ministry of Commerce (MOFCOM), and other relevant departments jointly released a series of national standards titled "Intelligence Grading for Artificial Intelligence Terminals." The standards adopt a "2+N" framework, where the "2" refers to Part 1: Reference Framework and Part 2: General Requirements. These two foundational documents define intelligence, establish grading levels, and specify testing methodologies, providing a basis for developing product-specific standards across various terminal categories. The intelligence levels are classified into four tiers: L1 (Responsive), L2 (Tool), L3 (Assistive), and L4 (Collaborative), with capabilities progressively increasing across levels. The L4 Collaborative level will be further refined in future revisions based on industry development. The initial batch of standards covers seven product categories: smartphones, computers, televisions, smart glasses, automotive cockpits, smart speakers, and headphones, with plans to gradually extend coverage to additional product types. Key drafting organizations include Xiaomi, Honor, Huawei, OPPO, Lenovo, vivo, iFlytek, and other companies. As of now, the full text of these standards has not yet been published on the National Standards Information Public Service Platform.
