On the afternoon of June 22, a traffic accident occurred on Lingshan Bay Road in Yinzhu Subdistrict, Huangdao District, Qingdao, Shandong Province. A Neolix autonomous delivery vehicle rear-ended a Tesla car that was stopped at an intersection waiting for a traffic signal, causing severe damage to the Tesla’s rear end and triggering a multi-vehicle collision. Traffic police determined that the autonomous vehicle failed to maintain a safe following distance and held it fully responsible for the accident. Following the incident, Neolix representatives offered an on-site private settlement of RMB 100,000, which the Tesla owner rejected. Instead, the owner contacted a Tesla 4S shop for damage assessment, resulting in a repair estimate of RMB 240,000. Staff from Neolix’s Qingdao branch confirmed the accident and acknowledged full liability. They stated that the autonomous vehicle did not possess a valid vehicle registration certificate and therefore could not be covered by China’s mandatory motor vehicle traffic accident liability insurance (commonly known as “compulsory auto insurance”). However, the company had purchased a public liability insurance policy with a coverage limit of approximately RMB 3 million, which they claim is sufficient to cover the losses from this incident. Currently, Neolix operates more than 1,200 autonomous delivery vehicles in Qingdao, primarily used for last-mile parcel transfers and on-demand delivery services. Because these vehicles lack official registration certificates, they cannot be included in China’s existing compulsory motor vehicle insurance system and rely solely on commercial insurance policies procured by the company for risk coverage. This incident has sparked public concern over the legal status of autonomous vehicles operating on public roads and the adequacy of mechanisms in place to ensure compensation in the event of accidents.
