2025 China Passenger Vehicle Dual-Credit Compliance Results Released: 60 Compliant, 48 Non-Compliant

On July 2, 2025, the Ministry of Industry and Information Technology (MIIT), the Ministry of Commerce (MOFCOM), the General Administration of Customs (GAC), and the State Administration for Market Regulation (SAMR) jointly released the 2025 annual compliance results for China’s passenger vehicle enterprises regarding average fuel consumption and new energy vehicle (NEV) credits. In 2025, a total of 108 passenger vehicle enterprises operating in China produced or imported 24.629 million passenger vehicles (excluding exports). The industry-wide average curb weight was 1,719 kg, with an actual average fuel consumption of 3.38 liters per 100 kilometers (under WLTC conditions) and an average CO₂ emission level of 80.22 grams per kilometer. Among them, 87 domestic manufacturers collectively produced 24.164 million vehicles, with an average curb weight of 1,714 kg, average fuel consumption of 3.30 L/100 km, and average CO₂ emissions of 78.29 g/km. These enterprises generated 53.549 million positive fuel consumption credits and incurred 8.48 million negative credits. For NEVs, they earned 21.937 million positive credits and accumulated 1.469 million negative credits. The remaining 21 importers brought in 465,000 vehicles, with an average curb weight of 1,978 kg, average fuel consumption of 7.62 L/100 km, and average CO₂ emissions of 180.66 g/km. They obtained only 0.3 million positive fuel consumption credits but accrued 9.31 million negative credits. For NEVs, they earned 0.3 million positive credits and incurred 1.3 million negative credits. According to the compliance assessment, 60 enterprises—including BYD, Geely Auto (Zhejiang Haoqing), SAIC-GM-Wuling, Geely Automobile, Changan Automobile, GAC Toyota, Great Wall Motor, FAW Group, and Tesla—met both fuel consumption and NEV credit requirements. Meanwhile, 48 companies—including FAW-Volkswagen, Chery, SAIC Volkswagen, Dongfeng Motor, BMW Brilliance, and Beijing Benz—failed to meet the dual-credit compliance standards.
