Volkswagen Evaluates Feasibility of Bringing China-Developed Models to Europe Amid Internal Divisions

Volkswagen Group is evaluating the feasibility of introducing China-developed models to the European market, including options such as directly importing complete vehicles from China or assembling both vehicles and key components locally in Europe. The plan remains in the research phase, with no final decision yet made. In May this year, Volkswagen CEO Oliver Blume indicated the company was considering bringing the SAIC-Volkswagen ID. This vehicle will be built on Volkswagen’s independently developed China Scalable Platform (CSP), which does not share technology or components with SAIC Motor, allowing Volkswagen full control over the vehicle’s technology. If introduced in Europe, the model would require localization adjustments in areas such as driver-assistance systems, materials, and software. However, internal disagreement exists within the group regarding this proposal. CFO Arno Antlitz has expressed reservations, arguing that vehicles produced in China—especially those derived from unrelated competitors—should not be branded as Volkswagen and sold under its quality image. Additionally, tariffs pose a significant challenge. While the CUPRA Tavascan, also manufactured in China, qualifies for EU tariff exemptions due to its predominant use of European technology, other Volkswagen models under consideration may not receive similar treatment, potentially increasing import costs. Employee representatives have stated they would support introducing more China-developed models, provided any new projects supplement rather than replace existing production arrangements at German plants.
