Chongqing recently issued the "Interim Detailed Rules for Highway Testing of Intelligent Connected Vehicles," which standardizes the entire process for testing Level 3 (L3) and above intelligent connected vehicles on highways. Focusing on safety, the rules establish entry requirements across three dimensions: test entities, vehicles, and drivers. Test entities must develop highway-specific testing and evaluation protocols, implement risk contingency plans and safety management systems, and pass third-party reviews. Vehicles applying for testing must meet stringent mileage thresholds and complete prerequisite tests. Test drivers are required to undergo at least 20 hours of specialized hands-on training for highway scenarios and emergency takeover procedures. The rules explicitly state that such testing is permitted only for research and development purposes and prohibit commercial operations. They also clarify liability allocation in the event of accidents. Additionally, Chongqing has issued China’s first dedicated license plate for L3 autonomous driving, designated key highway sections as test zones, and established a comprehensive oversight mechanism, supported by expert teams assisting companies with applications. Currently, multiple cities across China are advancing regulatory frameworks for autonomous vehicle testing. Beijing has established an integrated vehicle-road-cloud demonstration zone, allowing autonomous vehicles to conduct commercial, fee-charging operations and granting right-of-way to unmanned delivery vehicles. It has also enacted the "Beijing Autonomous Vehicle Regulations." Shanghai has released the "Detailed Rules for Pilot Operations of Intelligent Connected Vehicles," while Shenzhen has implemented the "Detailed Rules for Road Testing and Pilot Application Management of Intelligent Connected Vehicles." Policies nationwide consistently prioritize safety as the fundamental principle, promoting the advancement and commercialization of autonomous driving technologies through expanded testing scenarios and refined regulatory design.
