The Guangzhou Municipal Market Supervision Administration has recently launched a special regulatory campaign targeting e-commerce platform operators, including ride-hailing and online freight platforms. Conducted pursuant to Article 9 of the People's Republic of China E-Commerce Law, the initiative focuses on standardizing platform operations, safeguarding the legitimate rights and interests of both platform-based businesses and consumers, and upholding fair market competition. Regulatory measures include "double random, one open" inspections (random selection of inspection targets and inspectors, with results publicly disclosed), verification of complaint and tip-off leads, and big data monitoring. The campaign prioritizes cracking down on unlawful practices such as platforms imposing unreasonable trading restrictions or charging unjustified fees through service agreements, transaction rules, or technical means. Additionally, authorities are enhancing operators’ compliance awareness and capabilities by promoting guidelines on internet platform pricing practices, online transaction regulations, and compliance manuals. The enforcement action also extends to sectors including road transport, taxi services, motor vehicle maintenance, and driver training, rigorously addressing violations such as unlicensed operations, unfair competition, price-related offenses, and false advertising that infringe upon consumer rights.
