Toyota's Shift of GR Corolla Production to UK Risks Exceeding US-UK Auto Export Quotas

Toyota has recently shifted production of the GR Corolla from Japan to its Burnaston plant in Derbyshire, UK, to enhance delivery capacity in the U.S. market. The factory has established a dedicated production line for the GR Corolla with an annual capacity of approximately 10,000 units. Previously, when produced in Japan, exports of this model to the U.S. were subject to a 15% tariff. Under the current UK-U.S. trade arrangement, vehicles manufactured in the UK benefit from a reduced tariff rate of 10%—provided that total annual UK automotive exports to the U.S. do not exceed 100,000 units (or 25,000 per quarter). If this threshold is exceeded, the tariff rate jumps to 27.5%. In 2023, eight British brands—including Aston Martin and Bentley—exported around 97,000 vehicles to the U.S. With Toyota’s additional GR Corolla output, total UK auto exports to the U.S. could surpass the 100,000-unit cap. Moreover, UK automakers are projected to export about 80,000 vehicles to the U.S. this year—a forecast that does not yet include the GR Corolla or Jaguar Land Rover’s upcoming electric Range Rover and Type 01 EV models. The introduction of these new vehicles could further increase export volumes. The United States is the largest export market for UK-built vehicles, with total imports expected to reach $7.4 billion in 2025. As Toyota reconfigures its production footprint and more UK-made electric vehicles enter the U.S. market, the existing trade quota system is coming under strain, potentially disrupting the balance of automotive trade between the UK and the U.S.
