Tesla’s FSD (Supervised) system has received approval from the Estonian Transport Administration for use on public roads in the country. Estonia becomes the third European nation—following the Netherlands and Lithuania—to authorize the system for road use. The Estonian authority relied on vehicle type certification results from the Netherlands Vehicle Authority (RDW) and accepted its safety test data, stating that this approval aligns with Estonia’s policy direction since 2017 to promote smart regulation and the operation of automated vehicles. The approved system is a Level 2 driver-assistance feature, requiring drivers to remain fully responsible for vehicle safety and ready to take immediate control when necessary. The system has undergone 18 months of on-road testing across Europe, adapting to diverse and complex local driving conditions. The initial software rollout will be limited to newer Tesla models equipped with AI4 hardware; owners of vehicles with HW3.0 hardware must wait for the streamlined FSD v14 release, expected in late summer, which will accommodate the computational limitations of older hardware. Estonian users will receive a Europe-specific FSD version, customized to comply with local traffic regulations through adjusted user interfaces and driving logic. Starting this month, Tesla has discontinued the one-time purchase option for FSD in Europe; users who did not previously acquire lifetime access can now only subscribe to the feature on a monthly basis. Meanwhile, Sweden has expanded the public testing scope for FSD, Belgium is accelerating its review process, and Ireland is in discussions with Tesla regarding the potential introduction of the system.
