In January 2025, Mr. Zhang, a Guangzhou resident, sent his Dongfeng Peugeot 508 sedan to a 4S shop for repairs following a rear-end collision. However, the vehicle has yet to be properly repaired due to the unavailability of three original-equipment parts—namely, the bumper reinforcement bracket and its left and right supports—as the supplier has ceased production and the manufacturer is unable to provide them. The model, produced by Dongfeng Peugeot Citroën Automobile Company Limited (commonly known as Shenlong Automobile), was discontinued around 2019. According to Article 21, Paragraph 2 of China’s Measures for the Administration of Automobile Sales, suppliers are required to guarantee the availability of spare parts and after-sales service for at least 10 years after a vehicle model is discontinued. Mr. Zhang asserts that Dongfeng Peugeot has failed to fulfill this obligation and demands the resumption of original-part supply and replacement with qualified OEM components. The 4S shop’s system indicates that the status of these parts is “discontinued by supplier.” Staff explained that the original parts supplier has gone out of business and the manufacturer has stopped selling these components. The manufacturer offered to refund the cost of the three parts—360 RMB—and provide one complimentary maintenance service, but declined to reinstate part supply. A Dongfeng Peugeot after-sales representative stated that restoring part availability involves numerous complex steps and is therefore difficult to achieve, though they pledged to do their best to ensure customers’ access to necessary parts and normal vehicle operation. Mr. Zhang emphasized that the non-OEM parts currently offered fail to meet required standards in terms of material, dimensions, thickness, and structural rigidity, posing potential safety hazards. Consequently, his vehicle remains grounded and unused.
