As of October 30, 2026, the Hong Kong Transport Department has received over 18,000 applications for the combined written test for taxis and ride-hailing vehicles. The test is intended for individuals seeking to apply for a ride-hailing vehicle driving permit or a taxi driving licence. Since October, 11 designated driving schools in Hong Kong have launched pre-service courses for ride-hailing drivers. Those who pass the combined written test and complete the pre-service course may apply for a ride-hailing vehicle driving permit. Holders of a valid taxi driving licence are not required to take the test or course and may apply directly. The Hong Kong SAR Government has indicated that ride-hailing platform licences are expected to be launched as early as November, with plans to announce the allocation arrangements for ride-hailing vehicle permits in November, setting the cap on the number of ride-hailing vehicles at 10,000.
